Dont need for sure if you are landing at the border, I heard from one of the forum members saying they asked for photos when doing the landing at IRCC office.
No harm in taking at least one copy each (for each person landing). At least that's what I'm planning to do. In fact, out of abundance of caution, I will be taking multiple PP size (US PP size and Intl PP size) photos and the rather weird 50*70 mm IRCC spec photos. Best wishes to OP.
Take them with you! I got asked for them when I did my landing last week at the local IRCC office, even though I have had already submitted 2 for PPR (with the right 50mm x 70mm new format accepted by IRCC).
i am planning to take 2 photos , because the photo on my COPR is not 50* 70 mm . I did submit to embassy the correct pic size , but those ppl cropped my pic to smaller size ...
