We did not submit marriage certificate and we were not even asked for it.

My wife hasnt taken my surname after marriage. We have each others names on the passports as we are more likely to carry our passport with us rather than our marriage certificates in case we are asked to prove our marriage.

Believe me for PCC you don't require marriage certificate.
PCC is for Individual. we (self + spouse) have done my PCC in Toronto for India and need to fill up the form of all address you stayed in India after your birth. That's it.

I think the guys getting an Indian PCC in India are facing these issues. Indian PCCs from Indian missions abroad are hassle free.
 
What difference does it makes if the spouse name is there on the passport or not? Each individual will be getting their own PCC right? Why not treat them as individual while issuing the PCC? These are just excuses to harass people.
