Do we need to show bank balance for PNP even if we are working?

I am currently working, I have family of 3 members, if i got invite from PNP do i need balance of $18617. When i checked with Immigration lawyer they are saying we need to have Bank balance of $ 18617 even if we are working here. Please find the below clause from CIC. Please advice on this.



As per CIC : cic.gc.ca/english/immigrate/skilled/funds.asp

You do not have to show that you have these funds if:

you have a valid offer of arranged employment in Canada AND
you are currently working or authorized to work in Canada.

be careful that cic has a very specific definition of 'valid offer of arrange employment'. In most cases an LMIA is required for it to be considered a 'valid offer'. If u do not have a valid offer, u will need to show the funds (atleast for Express entry, for PNP it depends on Program requirement).
