Do we need to create a job bank account first before creating an express entry profile?

Can anybody share step wise process (with link) to apply for PR under EE????

I believe

Ist step = is to submit expression of interest-get into job bank first. Applicant must have IELTS and WES ready. Correct me if I am wrong.

IInd step= After getting invitation submit application with 2 months/60 days of time with all documents

I think you will need to create a job bank account first before creating an EE profile.
There is no submit button if you wont create job bank, that is for my case.
