Do we need our PR cards to travel?

Hi,
We are still waiting for our Pr cards after we had to resubmit our photos.

My wife and two boys landed in may from ireland but only stayed a week and returned to finish out the school year there.
My wife has a Guinean passport and my two boys have Irish passports.
The problem is that my wife's visa to come and land in Canada has since expired and it looks like we won't get the PR cards for a couple of months.....however my kids are due to start school in Canada in september.

Is there a way to get them here or do we have to wait for the cards to arrive?

Three options;

1) Wait for the PR cards
2) Apply for PR Travel Documents
3) Fly them to the US and have them enter Canada via a land board in a private vehicle using their COPRs.
