Do we need a sealed Police Certificate(PCC) from USA

I am from India and currently residing in the United States. I am applying for express entry and wanted to know that if I can OPEN the PCC provided by the FBI before i attach it to my application. Or is there an requiremetn that the PCC from USA should be sealed?
