Do we need a notary public for financial support letters?

Hello guys.
In CIC website (http://www.cic.gc.ca/english/information/applications/guides/5269ETOC.asp#5269E3) they mention the affidavit must be sworn in the presence of: a notary public.

So financial support letters from family should be certified by a notary public?
