Do we need a Notary Affidavit for no Birth certificate?

Hi Folks,
I am applying for FSWP from India and my wife does not have a Birth certificate. Do we need a Notary Affidavit for no Birth certificate? that indicates what is the alternate document(10th school cert; Marriage cert or Voters ID) that can be used to support date of birth.

What are the alternate documents that can be used in case of no birth certificate in India?

High school ( Secondary school ) certificate and a notarized affidavit. Nothing else is valid in lieu of the birth certificate.
