yes. you need to do fingerprints for PCC.

Agree the question is not clear.

Here is my experience and it depends on the country.

For RCMP PCC yes fingerprints are a requirement.

For UAE PCC yes fingerprints are a requirement.

For China fingerprints were not required.

CIC describes the requirements for PCCs from each country. Sometimes fingerprints are required, sometimes they are not.
