I am my children have visas via my husband who is a professor with a three year contract at U ottawa with tenure possibility. Do I need to apply for permanent residency with him, or can he do so alone? I don't want to pay double of everything if it is not necessary! Basically, my visa expires when his does, but is it necessary to be a permanent resident or will I also be able to ride on his coat tails there?

Not sure what you mean by 'ride his coat tails'. Being married to a permanent resident does not entitle you to live or work in Canada and does not entitle your children to live or attend school in Canada. The entire family needs to obtain PR status if you all want to live in Canada together. Your husband would apply as the primary applicant and include all of you as dependents.

If he applies for PR on his own, then you and your children should have no plans to live in Canada.
 
If he applies alone you won't get permanent residency. Him being a PR does not grant you status to stay in Canada permanently.

Well, we got our visas thanks to him! Ok, so he can apply and include us as dependents. Great. Do I need to take a language test as well?
 
If you want to claim points for your language skills. Not mandatory though.
