Do newcomers (PRs) get free French language courses outside of Quebec?

Hi,

I am going to land in Toronto as a PR in April 2016 and I would like to learn French.

Since Toronto is outside Quebec, I am curious about the option of government sponsored French language classes in Toronto for newcomers.

Are there any options like that? If so, would be grateful if someone could direct me towards such an organization.

The reason I ask is that if these courses are not free, then I would take some courses in Bangladesh as they are much cheaper here than in Canada.
