Do kids need to go in person for Urgent passport application

We just did our oath last week in Vancouver. We are planning for an urgent passport application this week. Does our son who is 8 year old, need to go in person for the application?

No, one of the parents should be fine. I've done this but pls I don't recall where in the instructions this is found.
