I am on PGWP , which expires April, 2020. I finished my Masters and I got one year work permit. My study permit expires on 31st March 2020. Visa stamp on passport S1- which expires on 31st March 2020. I’m planning to go back home this December and come back in January.

Can I renter Canada with my S1-visa which is not expired yet? Or Do I need to apply for TRV?
 
It is not about reentering given neither a PGWP or a study permit are travel documents so you cannot travel back to Canada just with those so you need a TRV if you are not visa exempt (need a valid ETA if the latter). Assume you had a valid TRV when you got your study permit and that expired ?

Your PGWP would be the reason you have to enter Canada now not your study permit by the way given you are no longer studying, A TRV gives you the authority to travel as well as enter Canada subject to border assesment of course which is where the PGWP comes in.

Yes, you can return to Canada using the TRV issued to you as a student.
