Do I need to notarize the authorization letter?

I would appreciate if someone answers this question
I am going to send my notarized and authenticated finger print form to UAE and have asked my friend to pick up my police clearance certificate in UAE on my behalf.
I am writing an authorization letter to him as it is instructed by UAE embassy in Ottawa. Does anyone know if I have to notarize that authorization letter or if I just sign and date it myself it will be enough?

Not, it was not needed but I did it almost two years ago.
