Yes, you can apply outland. Many people without status apply outland without issue.

There is no guarantee with inland either. There have been people deported during the inland process.

Isn't that because they didn't meet the criteria of the public policy? Isn't that something you can tell by reading the policy and seeing if you meet the criteria?
