Do i need to have IELTS and TEF certificate WHILE APPLYING?

Hi.

As I want to apply for Quebec, I know that I have to have TEF and should know french well, therefore im planning to start french professionally, which will take min 6 months to 1 year. So please let me know whether can I submit my application and tell them that Im studying french and submit my certificate after 6 months or so? if yes can you send me the reference URL which shows this?

I have already passed Level 1 of Alliance Francais and continuing.

Look , Saeid ...
they get a certificate from the french center CFCC that you are level (5 for example) and you are still studying ...

they say that is sufficient for the file of québec that will be sent for CSQ
and then every thing will be evident while the interview ... if you are able to be among québecoises ou pas !!!

you have to study in the ( centre français ) you will have an exam in the irst time you ask for studying there ... this exam is for determining which level you will join ... so now is the time to go and ask them to prepare a certificate to say that you are in level (3 for example) and you are still studying there in the ( centre français ) this will be sufficient for the québec application

Ok so for eg i have passed Level 1 of Alliance Francais, so i will continue with Level 2 and will submit a letter which i should get from Alliance Francais stating that Im continuing learning French and will submit this letter while sending my documents for CSQ, is it?
