Do I need to have a job for getting work permit in CANADA?

I wanted to ask if it is a requirement to have a job offer before you can apply for Post-study work permit in Canada? Is it possible that I can apply it immediately after completing my Masters (without any job offer, in case) ?

You will get 3 years PGWP.

I think you're late for Fall,2013 .
But check with university.
