Do I need to fill in IMM5409 Statutory Declaration of Common Law Union

I am trying to apply for my PGWP. While I am in common-law relationship, I am not sponsoring my partner and he is not sponsoring me. With that being said, should I or do I need to include the IMM5409 Statutory Declaration of Common Law Union?

This will be a proof someday that both of you are in a Common-Law Union, who knows one of you might be sponsoring the other.
