99% of all applicants who have not given IELTS are asked again to appear for the test. This is a 6 - 8 month process ie: you send your application .. it takes them 3 months to get back on this .. you get your ilets exam in 1 month .. another month to get the results and sending back .. again in a 3 month queue. So better to give the IELTS and be done with it.
I have seen most of the people from India writing mother tongue as English .. but even that will not help tho it is somewhat true.

The answer is YES...if your native language is not english. There are two choices to claim points for proficieny in english language - either by evidence i.e. proving in writing with due documentary support - this is subjective and results may be disappointing or by facing one of the benchmark tests...of these IELTS is most common.
