do i need study permit in Quebec if im protacted person ?

Hello
Im protacted person i live in Quebec and i have CSQ . My PR still in process
i work full time but i want to study somthing but i cant work and study at the same time cuz i work late shift finish at 12 midnight
Do i need a study permit ? Is it from canada or from Quebec ?
The Government can help me to study if i have to end my job cuz i will be without income so how can i bay my bills ?? can i get a loan ?

You will need to apply for a study permit. No - the government won't help you with your tuition costs or bills. You will be responsible for funding your studies. You can apply for a loan to pay for your studies and cover your bills - however you will be responsible for paying this loan back in full when you finish your studies.

Note that since you are not yet a PR, it may be very difficult to obtain a loan. You may want to look into the loan first to see if it's even possible.
