I am asking on behalf of my medic brother:

I understand that as an international medical graduate (IMG) I would need IELTS academic and MCCEE exam to practice medicine in Canada, but do I need MCCEE exam to apply for Express Entry and get ITA as a obligatory pre-requisite?

This is very important to know for sure as it will shape my decision on how to immigrate to Canada.

You don't need the MCCEE exam to apply for Express Entry. You will need to have your ECA (education credential assessment) done by MCC (http://mcc.ca/repository/educational-credential-assessment/) as they are the only organisation who can verify a medical degree for Express Entry
 
At present, is it compulsory for an MBBS Doctor, qualified from a British Council approved medical college of Pakistan, to pass any preliminary exam of Canada before applying for immigration through Express Entry?
