Do I need IELTS for Study Permit Visa ?

I am Vasa, I am very much interested in doing Masters in Computer Science, CANADA and below are my details:

I completed Bachelors in Computer Science and Engineering ( INDIA ) - (2005 - 2009)

I worked as a Software Programmer ( INDIA ) - (2010 - March 2014 )

I completed Masters in Computer Science ( United States Of America) - ( 2014 - 2015 )

Currently, I am working as a Software Programmer ( United States Of America) - (2016 - Till Date)


Question: Currently, I am in the USA. I got admission from University in Canada WITHOUT IELTS. Now, can I get Student Permit Visa WITHOUT IELTS?

So in IMM 1294 application form there is a question "have you taken a test from a designated testing agency to assess your proficiency in English", Can I give No as an answer to the above question?

Hi all, is there any university or college in Canada accepting IELTS General for masters program? I don't have time to redo the IELTS in academic again. TIA
