Do I need a PR Travel document to re-enter Canada?

I was living in Canada(BC) for just over 2 years with PR status, however after graduating high school i was forced to go back to England, My PR status expired October 2015 and I have already applied for my card to be renewed about 4 months ago, I want to return for good soon, will i need a PR travel document to return?

What are your exact dates i.e. when did you get PR, when did you leave Canada, any return trips back to Canada, etc?

I got my PR October 15th 2010, I Moved there in 2013 may and came back in 2015 july. I have not fulfilled the required amount of days i do know that, as while I was living there I went back to England a couple of times. As I graduated high school in Canada and my parents own a house there, what are the chances I will be allowed back in as a permanent resident and my PR card being successfully renewed?

How did you apply to renew your PR Card then 4 months ago?? You are supposed to be inside Canada to do this.

Since you don't meet the RO, and you've already submitted a PR card renewal app, CIC will soon be aware that you don't meet RO and aren't even living in Canada right now. Most likely scenario is that they will revoke your PR status.

You will get the chance to return to Canada to appeal this if you want, but honestly just graduating high school here and your parents owning a home in Canada is not a basis for H&C reasons. They will want to know exactly WHY you had to live in the UK, and if it's not for a valid medical reason your chances of winning an appeal are probably very slim.

If your PR is revoked, you can then apply again from scratch if you qualify under any of the immigration streams offered today.

Actually there are medical reasons I had to leave Canada and i have proof as i recently had surgery in the UK, and also are you saying the chances of me getting a PR travel document approved is low? that would be unfair in my eyes, as i graduated high school in Canada therefore, its easier for me to be accepted into schools over there if I was forced to stay in England it will be difficult.

How old are you? Did the medical issues prevent you from returning for the full three years?

I'm 19 and i've only been out of canada for 8 months and yes the condition has prevented me from returning.

Withdraw your PR card renewal application ASAP. You don't qualify for a renewal - both because you are outside of Canada and because you don't meet RO.

Instead, apply for a PR Travel Document with H&C considerations (your age and your illness). You should have no issues getting this approved. If it's approved, you'll be able to apply for a new PR card once you've returned to Canada.

Since you say the surgery is recent, it alone will probably not be enough in a H&C case since it can't explain the previous several years you resided outside Canada. As mentioned though, since you are still very young your chances of getting a PR TD is quite high since you can state you were removed from Canada by your parents while you were still a minor, and are looking to return now that you've passed age of majority.

What complicates your case here is that you've already somehow submitted an app for PR card renewal 4 months ago. Did you submit your H&C reasons for not meeting RO at that time?

Even if you now try to withdraw that app (not sure the best way to do this), CIC may have already started processing it and looking into your RO. They may have already found you in violation of RO, and begun steps to revoke your PR. A withdraw of the app would not prevent this. If this happens and you soon get notice of it, you will have the chance to either submit your H&C reasons, or return to Canada to appeal. Again considering your age, there's a good chance the appeal would be successful.

I have checked through the website, they have not even begun to process the Renewal application. I will withdraw it tomorrow when i have all the documents I need.
