Do I need a CSQ to sponsor my wife.

Hello there! here is a bit of background.

Me:

• 2009 to 2015: I have was a Uni student in BC.
• 2015 to 2017: Worked on a work permit in Toronto.
• July 2017: I received my PR through express entry in Toronto
• November 2017: I found a job ion Montreal and moved there because my wife got accepted for a PHD position at the University of Montreal.

My wife:

• July 2015: Came as a French visitor in Toronto
• Sept 2015: We got married in
• Dec 2015: She applied for an open work permit (in Toronto)
• April 2016 she found a Master position in Montreal and moved there alone with the csq and a student permit
• in 2017: she did not apply for the PR with me because we thought that the student fees were lower for French citizens than PR outside of Quebec.
• in 2017 she continued as student

Now that we are both in Montreal, I want to sponsor her to get the PR.
On the application form IMM 0008 (Generic application form for canada), they ask "6) have you received your Certification de la selection du Quebec?"

Was I supposed to get a CSQ before moving to Montreal with my PR?

IMM 0008 is meant to be filled out by the principal applicant (your wife). The question you are quoting is asking whether your wife has her CSQ, not you.

If you got your PR while you were living in Ontario you did not need a CSQ. Once you are PR you don't have to ask for one when you move in Québec. Your wife will need one, once the sponsorship application will be received CIC will ask you to make a resquest to Québec immigration to get it... I guess if she already has one you could say yes to the IMM 0008 #6 question, but otherwise people put no or n/a
