Do I have to wait till I get my work permit before I can apply for a TRV?

I'm looking for a little clarification from people who know about this area.

My current PGWP (issued for a year) and visa expire next month due to my old passport expiry date. I've applied for another PGWP since I did a 2 year Masters in Canada.

My question: Do I have to wait (~3-4 months) till I get my new PGWP before I can apply for a new visa, or can I do that right now? I can't seem to find the answer to this in CIC's FAQ. I would like to apply for a new visa ASAP so I can apply for other countries' visas and travel outside Canada and return without issues.

You can only apply to a new TRV within Canada if you have valid status, that is a valid work or study permit. If you're on implied status then you have to wait until the new permit is issued.
