Do Colleges allow to study online, (JANUARY INTAKE 2021)?

I have got admission in SENECA COLLEGE in a three-year advance diploma course in computer programming and analysis program.
I have applied my visa application file after September 15, to be precise on 24v October, so there is no concept of AIP and I will get a direct visa.
But VACs centre is not open in India, So even my VACs opens there is a such number of applicants that I think I will not get my Visa on time i.e. before 11 January even my college is in new Covid readiness plan DLI list.
So without a study permit will college allows me to study from my home country?

You would need to prove that you have applied for visa and waiting for a decision.I think all the Approved DLI's and IRCC have made a truce wherin,if you apply for the study visa and get a negative decision after the tuition refund deadline,they would refund the full tuition,I cofirmed with my university(they usually are not flexible).

I actually don't want to defer as I felt its a waste of time.
Looking at how the situation is right now Winter and Summer intake are going to be online,it's either you would waste your time or waste your money.Don't forget,they have a huge backlog of Indian study visas to clear since March.Don't expect to get your visa before January if you apply this month.
