Do applicants less than 350 ever have a scope

If I was you, I wouldnt be waiting for my luck to work. I would try to do anything and everything possible to increase my score.

+ 1 here. If I had to guess I would say that CIC won't let the CRS score drop below 450 this year.
 
If cic want to meet the required quota in 2015 and even in 2016 then they will definitely lower the CRS to 350 in coming draws. It's my guess only even I m at 366.
 
There are around 420,000 people in applied status for PR in Jan 2015. So they have enuf number of applications to be processed for the coming two years. The scores might never go below 450 mark. So, people who are between 300 and 450, try to improve your score. No other go. If you are below 440 you are just wasting your time.

friends my score is 301 . i am really finding it tough to get the ways in which i can move to canada.

It entirely depends on your profile, but usually getting better grades in the language proficiency test (CLB 9, at least) helps bumping up your score.
