Do all outland applicants receive passport request?

I'm just wondering whether all outland applicants receive a passport request; or if it's based on the country you're applying from? I can't seem to find any clarification.

Those who require a TRV to enter Canada must submit their passport. Those who require an eTA do not need to submit their passport.
