I sent all my documentation but I did not send my criminal record check from USA (I am waiting yet my record check from FBI) and my application is in process since 3 of february in my case in Paris, I have not had a notice of missing documents. Do you think that I can get my DM with notice send the last document? or I will not have a requirement of document before of my DM.

You will get a letter eventually asking for the missing PCC. If you wait for that letter you will be extending your wait time that much longer ...

No, they will not make a decision without the FBI certificate.
