DM and Pre arrival but No PPR

Hello,
my wife got her pre-arrival and DM on November 14, 2019, but up to date she has not received the PPR.

I contacted the IRCC and I was told that they can't see the file since the file is with Dakar LO.
I sent a webform to Dakar LO 2 weeks ago and nothing.
app received June 28 2019
AOR 1 - Aug. 21. 2019
SA - Aug 26, 2019
Bio Done - Aug 27, 2019
AOR 2 - Sep 03, 2019 - Dakar Local visa office
Medical passed - Sep 22, 2019
DM - November 14. 2019

Ensure to double check all spam and Junk folders in both sponsor and principal applicant emails. Sometimes they accidentally go there. Let your wife check her emails aseell
