Asking for my sister.
My sister is a srilankan citizen and has been living in india for 15 years. She married to a Canadian 10 years backs. Since he gone to Canada after marriage he never spoken with my sister. My sister never been to Canada. She is wondering how to apply for a divorce. We have no idea how and where to start. We are looking for your guidance please. Thank you

This has nothing to do with Canada as she didn’t get married in Canada nor is she a resident.

Find out the divorce process in India/Srilanka (depending on where she got married and where she is a resident now). This involve marriage to a foreigner. Nothing to do with Canada in this case.

It may seem counter-intuitive to you but she needs to follow procedure in Sri Lanka for divorcing someone who no longer resides in Sri Lanka. Depending on national laws, that may require her to provide info about where he is, last known residence, etc., but not much to do with Canada.

In Canadian procedure, the applicant might have to demonstrate to the court that the individual can't be reached (mail has been sent, public notices possibly made in newspapers, or things like that), whereabouts unkonwn, etc. If the individual can be reached, notice and formal petition to respond or similar. Because of these steps, there may (effectively) be a lengthy waiting period.

But that's mostly irrelevant, she would be applying to courts in Sri Lanka.
