Distance course considered for 16 years of education or not?

I have completed my bachelor's degree from University of Delhi, I have a work experience of around 2 years and I'm now planning to apply for a PGD course from IGNOU (Distance learning), I was curious whether the IGNOU degree will be considered when computing my 16 years of education required for Canadian universities?
I have checked the fact that WES does consider IGNOU qualifications for assessment

WES don't differentiate degree as regular or distance education.

Also WES considers completed courses or degrees only. you cannot apply for WES after registering for 2 years course. WES will consider IGNOU courses after course completion.
