I submitted an application for a Quebec certificate of selection in June 2016 but they have recently changed their pointing system so I may no longer qualify. So I want to withdraw that application and instead apply under express entry. Now my concern is that in my Quebec application I did not declare a foreign work experience since it was difficult to acquire a reference letter from the employer and I already had enough points. For my Express Entry profile and application, though, I would like to declare this work experience to get more points. Now the question is if this discrepancy between declared work experience in my Quebec application and EE profile is going to raise a question from CIC? If so, would explaining the situation resolve the matter? Would this be considered misrepresentation?
 
No that is fine. For your satisfaction, you can write a LoE stating why you did not include the work experience then.

I was declined a CSQ in 2013 as I did not meet the deadline. I cant remember what my application looked like. I had started the application in 2011.
