Disabled People TRV Possibility??

Hi

My wife is on wheelchair. She got poliomaritus at age of 11. We are planing to move to canada. As per my information we both are done with ielts and planing to apply for TRV. Main problem we are facing is rejection from different consultants that while having disability we are not able to travel to canada. Is that true?
I need help like how can i apply for my TRV ?
One thing more my wife is also a M.B.B.S doctor and have a license for prectise from P.M.D.C.

You can't move to Canada on a TRV. You need to apply through one of the immigration streams. In order to complete an application, you and your wife will need to submit to a medical. If it's determined your wife's condition will be a burden to Canadian social programs, the application will be refused for both of you.

The main problem in Immigrations options are ielts me and my wife atempts four time ielts test but no improvement in bands as far my bands are not concerned but for my wife its a big challenge because as a doctor she needs minimum 7 bands in each task and overall 7 bamds as well.
Right now i am planing to apply as a tourist and while staying in canada try to convert my visa or apply as a refugee because while staying in pakistan there will be no chance for geting any employer so can we apply for a tourist or visitor visa?

Lack of employment is not grounds for a refugee claim.....they will deny you and send you back. And you won't be able to convert your visa either. Best plan is to continue to improve your IELTS scores and immigrate. It's unlikely your wife would find work in Canada in her field without the IELTS score and significant upgrading and assessment of her credentials. A doctor can't just come to Canada and start a practice. You should probably do some more research before you end up in Canada with a failed refugee claim.
