You'll have to check with your airline - the rules are slightly different from airline to airline. Yes - you should include the wheels.

It is not written that wheels are included while measuring dimensions or not

no they dont , but if ur bag look very big they might stop you , I myself replaced 28" bags with 24" , buy 26" bags they are best but these was not available in my area
