ANY professional photographer can take your photo for this purpose. You just go to your nearest photographer and ask him for this.
You tell him that you require a photo for visa application. Almost every photographer knows this.

But, if he doesn't know, then you tell him the specific requirements.

No need to find out SPECIALIST for this

I am assuming you are accepting ITA & submitting digital photo for that.

I know you are worried but finding proper professional protographer with visa expertise is hard to find in India. But that doesn't mean the local photographer cant do the job.

Just search for photo studios online and offline. Go to the studio with good/proper/excellent get up (1st impression)& good behavior & not too busy so that the photographer can listen to your request for edits.Make sure the backrgound of the photo is as per CIC.Take print out paper yourself with following points 1 & 2.

STEP 1 (make sure your photographer understands them before you proceed.)
1. final size of 35mm x 45mm
2.chin to crown must be 31 mm to 36 mm.

STEP 2 Take a scale with you. Once the passport photos are printed measure them physically on scale so the above measurements are accurate, right on the spot. (10 mm = 1 cm)

STEP 3 If physical passport photos OK the go to Step 4. Or else retake the photos telling what is wrong.

STEP 4 Photographer will have a digital copy saved automatically. Tell him to save it according to below
3.JPEG file format
4.not less than 60kB
5.Resize photo to at least 420 x 540. (you can do that at home also)

It may cost you Rs 40 (Tier II cities) for 6/8 passport photos + digital copy, depending on where you live in India. Price for delhi, I dont know.

By measuring with scale on physical copy, one can make sure the photo satisfies the (31-36) chin to crown rule + the final size of 35 x 45 rule. If physical photo OK then with digital one for the same will be Ok as well. Thats why I asked to measure the physical photo.

You can measure the sizes in Photoshop.. both in mm and pixels.

Every studio has its own computer software to adjust the size of photo in whichever format we require. No need of printing hard copy. It can easily be adjusted in computer only.

You are correct but most of the studios wont even listen to anything you say before taking photographs. Even after taking photograph they will not listen to you as they will say they have done OK.

Thats how it works in India. You can take it or leave it.

But, we can make a deal with the photographer. If I get a photo in the very same format as I want, then only you'll be paid.

I did the same thing. The studio has a policy not to give soft copies of photos to the customers. But, I had instructed him beforehand to have a digital soft copy for the same. He agreed to this, then only we proceeded.

After all, we are paying for this. Beggars can't be choosers, but payers can be! Right?

True. 100% correct
You let the studio know from the beginning that you need the photo in certain format & only pay if they oblige.
