Hello, I have digital photo with 390 x 510 resolution and 300 dpi specification. Can I use it?

According to CIC, the resolution should be 420*540. When I convert 390 x 510 to 420 x 540, the dpi is still same (300). But, CIC asks a digital photo with minimum 600 pixel/inch. I am little bit confused. Please tell me that can I use the one I have with 420 x 540 resolution and 300 dpi?

If you double its dpi it will also make the digital image bigger in terms of pixels. So you will have to shrink it back to original resolution.

Open the image in irfanview---->click the image tab---->click 'Resize/Resample----->change DPI and then save
I did not know about the 600 dpi, thanks from bringing that up,i hope i did it right (i did not reduce the size by half)
Current Properties - 420 x 540, 600 DPI

I cannot go DPI beyond 300. My current properties are 420 x 549 and 300 dpi

I believe you can never add DPI to an existing image, you can only reduce it, try scanning a new photo in 600 DPI.

It best to go to photo studio and have them take the picture in accordance with IRCC''s requirements.

the 600 dpi is for pictures which has been scanned...

Digital Photographs has nothing to do with DPI...Default usually is 300 which is good enough.
