Difficulty with References for Passport (Less than 2 years)

I got citizenship recently. To apply for the passport I need references and a guarantor. I don't have many friends or family as I cut ties due to some stalking, metal issues, family issues, etc. a year ago. I need 2 references for passport application and 2 for the Statutory Declaration in Lieu of Guarantor form.

I could ask people I know for a year but the application asks for 2 years. Is there any solution or I have to wait a year more to apply?

It would suck to reveal my details to old contacts. I am worried about information leaks.

If you can’t find a guarantor
You must

• complete the Statutory Declaration in Lieu of Guarantor form
• find someone who can administer an oath to swear to and sign the form
  • This person doesn’t need to know you personally.
  • If you’re in Canada,this can be a
    • notary public
    • justice of the peace
    • commissioner for oaths
  • If you’re outside Canada, this can be a
    • Canadian or British diplomatic or consular representative
    • Qualified local official, such as a civil servant or member of Parliament

Looked into that. That form asks for 2 more additional references whom I have known for 2 years.

Looked into that. That form asks for 2 more additional references whom I have known for 2 years.

For references you can ask your family doc, pharmacist, settlement or job counselor if you had one, job mentor, lease agent, neighbor or last resort would be a friend back home( tell them to be available if and when they call)
They don't normally contact your references if you opt for a standard passport application.
