Previously I applied for a Student Visa. And I got declined. Now I want to apply for Express Entry. Should I make a new account for this? Or can I should I apply through my previous account.

Lol even if you attempt to apply on a new account, they will still trace it to your old account and application.
so yes just use the existing account
I applied for a study visa with proof of funds from my savings acct, I did a lump sum transfer from my business acct to my savings which I submitted my business acct as proof . My business account had some good amount of balance after the transfer when I submitted, the issue now is that I need to withdraw the balance from my business account would it be a redflag that the bank account balance does not tally with what I submitted
