PNP is a program (like Canada Experience Class or Federal Skilled Worker Program), This program gives provinces ability to nominate people to other programs (ie Canada Experience Class or Federal Skilled Worker Program) and grant those people an extra 600 points.
Express Entry is an online PR application processing system. So when you have a person who applies for PR under Canada Experience Class and Provincial Nomination Program (say of Alberta) via Express Entry it means :
1. They will create an Express Entry Profile.
2. They will apply to Alberta Provincial Nomination program.
3. If selected under PNP by Alberta, they will recieve 600 points.
4. They will still have to be eligible for FSW or CEC. Having a PNP nomination helps in FSW atleast.
5. They will then file an Application for PR using Express Entry system and thats how their application will be processed.
Besides Express Entry there is a paper-based application too which is usually very slow.
So,
Express Entry is HOW you apply for PR. ie online. Contrast with Paper application.
CEC, FSW are WHAT you apply for ie what kind of immigration program.
PNP is a provincial program to give extra points to an applicant.
Application for PNP, and nomination do not give you PR. They help you in getting enough points to be invited to apply for PR. You only get PR after you apply for PR (called Application for PR or APR) and your application is approved by IRCC and then you land in Canada as a PR.So getting PNP does not mean getting PR?
