Yes, when they state that, I have been assuming that they must be refering to the color of the main page.
Do they get 2 pages like us (non-RQd)?. One in white and the other one in color?

For my test day, people 18-54 years of age got one colour and people not of that age got the other. That is the only significance that I recall. And the group not 18-54 went straight to the interviews while the rest of us had to take the test first.
 
Yes, that's how it goes with age.
And it's not the second letter in color. It's the second page of the same letter you get inviting you to write the test for non-RQd people.

In fact, now that I have the famous test invitation letter in front of me, it actually has 3 pages. The first 2 are in white and the third one with generic instructions, is the one that is in orange-colored paper.
 
My test invitation is yellow, when I was there I see people have pink invitation for ceremony.
 
I was RQed before test and wrote it at St. Clair and had received CIT 0023 (12-2013) E GCMS 2 purple pages of test invitation and Annex B in white pages.

People are getting various color test invitations like Pink, Green, Orange, Yellow, White. I am sure there is some meaning to it. But don't know what. I just care about how much time does a Purple letter take to get Oath date. ;)

to be clear, it is your official invitation letter is purple (and not the paper with the generic instructions)?

I dont think purple letter means RQ, because I never got an RQ.
