If you are already living with your partner as a couple for 12 months or longer, you should actually include him on your PR application as a common law partner and you both get PR at the same time. If you haven't lived together as a couple and are not in the position to get married, you would have to apply for PR alone and sponsor him later as a conjugal partner or get married and sponsor him as a spouse.
