Didn't receive ITA even if my CRS score is 478

Hey everyone, my CRS score is 478 but I haven't received my ITA. The immigration website states that:

Tie-breaking rule: February 11, 2020 at 03:17:13 UTC -- If more than one candidate has the lowest score, the cut-off is based on the date and time they submitted their Express Entry profiles.

I submitted my application in June. Should I just assume that I didn't meet the cut-off because somebody else had 478 as of February? Should I contact CIC? Any ideas when the next draw will take place?

It means the tie-breaking rule apply to you this timr as your CRS is 478 and you submitted application after February 11th.

Yeah, that's what I thought, thanks I hope they won't pause the draws and the next one will be on July 22.
