I have a friend who didn't receive his bachelors degree but completed all the courses necessary...He just didn't complete the final project because he wanted to go straight to work.

Can that still work if he shows all of the transcripts? Or would he be eligible for at least a 1 or 2 year post-secondary credential?

The short answer is no. The degree or diploma needs to be completed and awarded in order to get points. Since he didn't complete the program, no points.
