Did they change the PEQ requirements?

I am living in Quebec and studied here. I have been preparing for TEFAQ so I can apply for csq under PEQ. However, I just realized today that they also want written french level 5.. Is it a new requirement? Is it effective? I am panicking so please help..

New law went into immediate effect in November.
