Did not apply for quebec, but they still ask for the certificat!

I am a canadian liviing in quebec and i applied to sponsor my husband who lives abroad. In the application we stated that we are willing to stay in ontario.
The visa office in my husband's country sent him asking if i am really living in quebec and applied for other territories for me and my husband. We replied saying that this is what we intend.

few weeks later they sent him asking for my proof of employment ( even though i attached it when i sent the application file) and asked for my husband's certificat du selection de quebec!!

Is this certificate something that i have to apply for even of i am not applying in quebec? Or should i clarify again that i am applying for all territories other than quebec?

You said that you are living in Quebec. You can't "stay in Ontario" if you are not in Ontario to begin with. Your husband is coming to join you in Canada and you are in Quebec, which leads to the conclusion that he is coming to join you in Quebec. Everyone coming to Quebec needs a CSQ.

I presume you are also working in Quebec? If it's even possible to apply for somewhere else in Canada when you are in Quebec, you would need very convincing proof that you are moving. You would probably need confirmation of a job somewhere else in Canada and confirmation of living accommodations elsewhere in Canada. That's if it's even possible. You are in Quebec, so you need a CSQ.

I know that it's $269 (money that I'm now attempting to scrape together) but I'm sure you can't avoid it with a vague statement about "applying for all territories other than quebec."

But you ARE applying in Quebec. You live in Quebec, you work in Quebec and I'm assuming you put a Quebec address on your application. CIC and the provincial government of Quebec have a legal agreement in place where Quebec gets to evaluate and approve all those immigrating to their province; as per the agreement, CIC cannot approve a Quebec application without the CSQ.

As Beshoo said, with a signed legal contract like a lease or employment contract or with proof of purchase of a house outside Quebec showing that they are planning on settling out of Quebec, a person might be able to avoid the CSQ. Without solid proof, telling them you plan to live elsewhere doesn't count for anything.

I think I did the right thing. We are in Quebec right now (huband was sent by company), we sent our application just last month but we put an Ontario address on, as we dont have any intention to stay here in Quebec for long.
