Does British Columbia run any PNP express entry program without job offer like Saskatchewan or Nova Scotia. Currently I see only two programs one specific to Health Care professions that require job offer and second North east pilot project that also requires job offer?

Did BC ever invited applications from without job offer applicants in 2015 and any idea about 2016?

I guess there is no program that BC offers to PNP applicants without job offers. I find following on their FAQ page:
===================
http://www.welcomebc.ca/Immigrate/About-the-BC-PNP/Skills-Immigration/Skills-Immigration-FAQs.aspx

4. I don’t have a job offer from a B.C. employer. Can I still apply to the BC PNP?

You can only apply to the BC PNP without a job offer if you are applying as an international student with a master’s or doctoral degree from a B.C. university in the natural, applied or health sciences under the Express Entry British Columbia or Skills Immigration stream.

All other categories of the worker stream of the BC PNP require you to have a job offer. If you are applying in these categories, you must have a full-time and indeterminate job offer in a high demand occupation.

oh so only NS and SASKATCHWAN are open without job offer.

In saskatchewan, your noc should be on their list before you can apply. Mine is not so i wasn't able to apply in their online PNP :'(

NSNP, SINP, OINP, Manitoba and PEI - These are the PNP for which job offer was not a requirement.

(Ontario - Min CRS 400 was required and for Manitoba - Relative or friend was required, NSNP and SINP had "Demand Occupations" list)

AINP, BCPNP, Newfoundland & Labrador - Required Job offers.

Qubec - It's a different process all together, forget it.

NBPNP required applicants either to have a job offer or to attend an information session.

I am not sure about the territories.
