There is list on the website, but CIC follows this pattern for a few Nationalities, as they verify the authenticity of the passport before stamping of the visa.

London office or Abu Dhabi?

Abu Dhabi VO is NOT an option for FSW Applications.

If you are living in the UAE for a period of 1 year (at least) you have 2 Options - either London VO OR the VO allocated for your country of nationality.

Example - If you are an Indian living in the UAE for 15 months - you can choose either London VO or New Delhi VO (which is in India).
