Dependent's application for skilled migration

My boy friend is the principle applicant and we are to get married soon. Should we include the marriage certificate as a proof for the relationship when I include myself as the dependent when submitting our final visa application for processing ( skilled migration ) ? Or is it required only when we the visas are successfully issued to be collected ?

1. As soon as you are married, you new spouse must amend his application and you must complete your application, include the required documents, including the marriage certificate. Pay the fee.

Thanks a lot for your reply. Just to be clear, according to what you said, we have to submit our marriage certificate as a part of documentation required when submitting the final visa application ( as my husband accompanies me if he moves to Canada on skilled migration ) ?
