HELLO, I HAVE JUST GOT MY OINP (INTERNATIONAL STUDENT STREAM) AND I AM PLANNING TO SUBMIT MY WIFE'S DEPENDENT VISA APPLICATION AS RIGHT NOW SHE IS IN INDIA.
SO MY QUE.: IS IT RIGHT TIME TO APPLY FOR DEPENDENT VISA?
PLEASE GUIDE ME WITH YOUR VALUABLE ANSWERS.

There is no dependent visa. Do you mean apply for spousal sponsorship? Are you a PR? If so you can apply. It takes about a year.

Well I have work permit and as i said I got OINP so yes I want to apply spousal sponsorship!!! So is it right time?

So you are saying that you will apply for PR under OINP. Include your wife in your application.
I do not think there is a special visa or permit for dependent of applicants with their PR being review and processed.

It's better if you post at a different section. As you can see in Naturgrl's reply, she is assuming that you already have landed as PR (with COPR) and asking about spousal sponsorship. This is what this section is for.
